Financial Challenges Ahead for New BJP Government in West Bengal
The newly formed BJP government in West Bengal, led by Suvendu Adhikari, is facing a significant financial challenge as it prepares to implement its pre-poll promises, which may nearly double the state’s expenditure on social welfare schemes.
Increased Expenditure on Lakshmir Bhandar and Unemployment Allowance
The BJP had promised to increase the monthly assistance to women under the Lakshmir Bhandar scheme and the unemployment allowance, which will result in a significant increase in expenditure. The estimated annual expenditure on these schemes is expected to rise to around Rs 1.29 lakh crore, up from the current Rs 54,000 crore.
The Lakshmir Bhandar scheme, which was launched in 2021, provides a monthly assistance of Rs 1,500 to women, with those from SC/ST groups entitled to Rs 1,700. The BJP has promised to hike the benefits to Rs 3,000 per month, which will increase the expenditure to around Rs 79,000 crore per year.
Implementation of Seventh Pay Commission Recommendations
The BJP has also promised to implement the Seventh Pay Commission recommendations and clear the pending DA arrears within 45 days of forming the government. This will result in an additional expenditure of around Rs 20,000 crore per year to ensure DA parity with Central government staff.

Financial Implications and Challenges
The increased expenditure on social welfare schemes will put a significant strain on the state’s finances, which are already under pressure. The estimated revenue deficit for 2026-27 is Rs 21,759 crore, while the debt burden is expected to be around Rs 8.15 lakh crore.
However, the BJP government is confident that it can manage the financial challenges with the help of the Central government, citing the ‘double engine’ concept, where the same party is in power at the Center and the state.
The government plans to increase revenue and reduce unnecessary expenditure to manage the financial burden. The Chief Secretary, Manoj Agarwal, has stated that the government will sit with finance officers to find a way out and ensure that the state’s finances are managed efficiently.
